Whistle Blower Policy

General:

The Weil Institute of Critical Care Medicine (WICCM) encourages the reporting of concerns related to animal welfare. This policy explains how to report animal welfare concerns and the actions that will be taken.  The WICCM Whistle Blower Policy will be posted around the facility and will be posted on the WICCM website.

Responsibility:

It is the responsibility of all personnel in an animal research facility to abide by this policy.  The Animal Welfare Act and the Public Health Service (PHS) Policy give the Institutional Animal Care and Use Committees (IACUC) authority to review and if warranted, investigate concerns involving the care and use of animals at the research facility.

No Retaliation:

The WICCM is committed to the ethical and complaint care of animals in research.  If anyone is aware of potential violations to existing animal care and use regulations or observes misuse or mistreatment of animals, they are strongly encouraged to report their concerns without fear of reprisal.  WICCM will not tolerate any reprisal against these persons who, in good faith, make allegations of animal welfare violations.

Reporting Concerns:

Any individual may confidentially report their concerns to persons with authority listed below.   When reporting, please email or mail the Animal Concern Form to both persons.  Forms will be available on communication boards and WICCM website.

Individuals may anonymously direct their concerns by mail or email.  If emailing concerns, please use the Institute’s anonymous email account.

This email is used only for sending concerns not receiving.  The Animal Concern Form must be completed; missing information may delay an investigation or may not supply enough information to conduct an investigation.

Handling Reports:

Concerns received will be addressed by the Institutional Official and Institutional Animal Care and Use Committee Chair. These individuals will investigate each concern and determine if allegation is justified.  If justified they will determine actions needed to eradicate the problem.  Non-anonymous concerns will be given a follow up letter/email with the findings of the investigation and actions taken.  The WICCM will provide fair and objective procedures for examining and resolving concerns for animal welfare.  The Institutional Animal Care and Use Committee (IACUC) will be notified of all allegations made and the actions taken.  The IACUC may conduct further investigations if necessary.
